Bruce Carroll

Vice President, Public Affairs

Bruce serves as Vice President of Public Affairs at Strategic Elements. He brings to Strategic Elements more than 30 years of experience in healthcare policy, government relations, and stakeholder advocacy.   

Prior to joining SE, Bruce was the Market Access Strategy Leader at Lantheus Medical Imaging, a radiopharmaceutical company since 2021.  Bruce began his career in life sciences at Centocor, a small biotechnology company.  When Johnson & Johnson acquired Centocor in 1999, Bruce was promoted to join the J&J Washington DC office as a federal lobbyist.  In that capacity, Bruce helped write and secure passage of a section of the Medicare Modernization Act of 2003; this provision protected reimbursement for non-oncology-infused biologics which have now exploded in the marketplace.  After passage of MMA, Bruce led a highly successful field-based team of health policy and advocacy directors at J&J until 2012.  

Bruce left J&J to establish his own consulting firm in 2012 and had a number of clients including 23 and Me, BSN Medical, Vivus Pharmaceuticals, Teva Pharmaceuticals, and Strongbridge Pharma. 

In 2017, Bruce was hired by Proteus Digital Health as its first Vice President of Market Access.  In that role he established the healthcare policy, market access, and government relations functions at Proteus.  Two of his biggest accomplishments were helping to create new CPT codes for remote patient monitoring, and twice defeating an anti-healthcare technology bill in the California Assembly. 

Bruce’s deep-rooted healthcare policy experience and relationships in the healthcare industry are a great addition to SE. He currently resides in Miami, Florida and is the father of two dogs – Baxter and Hercules.
